Recently, the Ministry of Emergency Management of the People's Republic of China issued the "Regulations on Fire Safety Management of High-Rise Civil Buildings", which will come into force on August 1, 2021.
It is worth noting that Article 19 stipulates:
For high-rise civil buildings with external thermal insulation systems for external walls, the management unit shall set up reminder and warning signs at the main entrance and surrounding prominent locations to indicate the combustion performance and fire protection requirements of external thermal insulation materials.
It is forbidden to use flammable and combustible materials as external thermal insulation materials for exterior walls of high-rise civil buildings.
For high-rise civil buildings that use non-flammable external wall insulation materials or use external wall insulation systems with a cavity between the base wall and decorative layer, it is forbidden to use electricity on their external walls.
In addition, the outdoor billboards and exterior decorations of high-rise civil buildings must not use flammable or combustible materials, and must not hinder smoke and exhaust, escape and fire fighting and rescue, and must not change or destroy the fire protection structure of the building facade. The decorations and billboards installed on the external walls of high-rise civil buildings with a building height of more than 50 meters shall be made of non-combustible materials and be easily demolished.
